Republic Act No. 9173, otherwise known as "THE PHILIPPINE NURSING ACT OF 1991" under Article IV Licensure Examination and Registration states:

Permanent Registration

Section 12. Licensure Examination. - All applicants for license to practice nursing shall be required to pass a written examination, which shall be given by the Board in such places and dates as may be designated by the Commission: Provided, That it shall be in accordance with Republic Act No. 8981, otherwise known as the "PRC Modernization Act of 2000."

Section 13. Qualifications for Admission to the Licensure Examination. - In order to be admitted to the examination for nurses, an applicant must, at the time of filing his/her application, establish to the satisfaction of the Board that:

(a) He/she is a citizen of the Philippines, or a citizen or subject of a country which permits Filipino nurses to practice within its territorial limits on the same basis as the subject or citizen of such country: Provided, That the requirements for the registration or licensing of nurses in said country are substantially the same as those prescribed in this Act;

(b) He/she is of good moral character; and

(c) He/she is a holder of a Bachelor's Degree in Nursing from a college or university that complies with the standards of nursing education duly recognized by the proper government agency.

Section 20. Registration by Reciprocity. - A certificate of registration/professional license may be issued without examination to nurses registered under the laws of a foreign state or country: Provided, That the requirements for registration or licensing of nurses in said country are substantially the same as those prescribed under this Act: Provided, further, That the laws of such state or country grant the same privileges to registered nurses of the Philippines on the same basis as the subjects or citizens of such foreign state or country.

 

Temporary Registration

Section 21. Practice Through Special/Temporary Permit. - A special/temporary permit may be issued by the Board to the following persons subject to the approval of the Commission and upon payment of the prescribed fees:

(a) Licensed nurses from foreign countries/states whose service are either for a fee or free if they are internationally well-known specialists or outstanding experts in any branch or specialty of nursing;

(b) Licensed nurses from foreign countries/states on medical mission whose services shall be free in a particular hospital, center or clinic; and

(c) Licensed nurses from foreign countries/states employed by schools/colleges of nursing as exchange professors in a branch or specialty of nursing;

Provided, however, That the special/temporary permit shall be effective only for the duration of the project, medical mission or employment contract.

 

Permanent Registration

Application for the issuance of Certificate of Registration (COR) and Professional Identification Card (PIC) for registration with examination

Documentary Requirements:

1. A duly accomplished Special Temporary Permit (STP) Application Form (downloaded at the www.prc.gov.ph);

2. A letter or any document signed by and under the official seal of the appropriate official of the foreign state or country requesting the Board Chairperson concerned to allow the foreign applicant to take the licensure examination and that by express provision of the law of the foreign state or country or international treaty, agreement or covenant to which the applicant’s state or country is a signatory, the citizens of the Philippines are allowed to take the licensure examination and to register as a professional in such foreign state or country;

3. An official copy of the foreign law or treaty, agreement or covenant officially translated in the English language, if applicable, by the Philippine Embassy;

4. Original or certified true copy of the transcript of records or equivalent document of the course for the licensure examination issued by the institution of higher learning where the foreign applicant graduated; Provided, that the documents must also be certified by the Commission on Higher Education (CHED) to be equivalent to the pertinent course accredited/recognized in the Philippines;

5. A duly accomplished Application Form for the licensure examination;

6. Any competent proof of citizenship; and

7. Other requirements as may be prescribed under the applicable regulatory law.

Application for the issuance of Certificate of Registration (COR) and Professional Identification Card (PIC) for registration without examination

Documentary Requirements:

1. A duly accomplished STP Application Form (downloaded at the www.prc.gov.ph);

2. A letter or any document signed by and under the official seal of the appropriate official of the foreign state or country requesting the Board Chairperson concerned to allow the foreign applicant to register without examination pursuant to the provisions of the applicable regulatory law, coupled with a declaration/statement that the requirements for the registration and licensing of professionals in such foreign state or country are substantially the same as those provided for under Philippine laws;

3. An official copy of the foreign law or treaty, agreement or covenant as proof of reciprocity, officially translated in the English language, if applicable;

4. Any competent proof of citizenship; and

5. Any official document by the Philippine Embassy showing that the applicant is a registered and licensed professional in such foreign state or country or any equivalent document.

Permanent Registration

Application for the issuance of Certificate of Registration (COR) and Professional Identification Card (PIC) for registration with examination 

1. The applicant shall submit the application, with all the supporting documents, to the International Affairs Division (IAD) within the prescribed deadline.

2. The IAD shall make the initial evaluation of the application documents submitted and shall endorse the pre-evaluated application to the Board concerned within two (2) days from receipt.

3. The Board, through a Resolution signed by at least majority of its Members, shall act on the endorsed application within five (5) days from receipt or longer but in no case later than ten (10) days before the date of the examination.

4. The Board shall endorse its Resolution to the Commission which shall act thereon within three (3) days from receipt.

5. The Resolution approving the application shall be forwarded to the Application Division which shall issue the corresponding Notice of Admission (NOA) to the applicant.

Application for the issuance of Certificate of Registration (COR) and Professional Identification Card (PIC) for registration without examination

1. The applicant shall submit the application, with all the supporting documents, to the IAD.

2. The IAD shall make the initial evaluation of the application documents submitted and shall endorse the pre-evaluated application to the Board concerned within two (2) days from receipt.

3. The Board, through a Resolution signed by at least majority of its Members, shall act on the endorsed application within five (5) days from its receipt.

4. The Board shall endorse its Resolution to the Commission which shall act thereon within three (3) days from receipt.
