About Singapore Dental Council (SDC)

The Singapore Dental Council is the self-regulatory body for the dental professions constituted under the Dental Registration Act (Chapter 76). Its key objectives are to promote high standards of oral health and to promote the interests of the dental profession in Singapore.

To register as a Dentist, applicants must fulfill the following criteria:

FULL REGISTRATION

  • Holds a basic dental degree from Singapore; or
  • Holds such qualifications as may be recognised by the Council and satisfies the Council that he has special knowledge and skill and sufficient experience in any particular branch of dentistry.

OR

CONDITIONAL REGISTRATION (Must satisfy either Category A or Category B)

Category A

  • Holds a basic dental degree from a university specified in the Schedule or any other degree which is, in the opinion of the Council, not lower in standing than a degree specified in the Schedule;
     
  • Graduates from recognised dental schools listed in the Schedule must pass the relevant State/Regional Board licensing examination in the country which they attained their basic dental degree. For any country that imposes such licensing conditions on its own dental graduates, the corresponding conditions will also be required for registration to practise in Singapore;
     
  • Has been selected for employment in Singapore as a dentist in any hospital or other institution or dental practice approved by the Council; and
     
  • Satisfies the Council that he has the knowledge and skill and has acquired the experience which is necessary for practise as a dentist.
 
Category B
  • Has sat and passed Qualifying Examination (please refer to eligibility for application to sit for Qualifying Examination).

Documents required for Full Registration:

  1. Copy of the Basic Dental Qualification.
     
  2. Copy of letter from issuing authorities on all undergraduate and postgraduate qualifications (if certificate of dental qualifications are not available at time of application).
     
  3. Copy of letter of offer or employment from prospective employer in Singapore.
     
  4. Copy of certificate or letter of fitness to practice dentistry from a local Medical Practitioner.
     
  5. Copy of certificate or letter to include information on current Hepatitis B* Immunisation status. (*not applicable for locally trained applicants)
    Note: Hep B carriers will not be allowed to register in Singapore.
     
  6. One passport-size photograph (size of photograph is 400 x 514 pixels).
     
  7. Copy of identity card / passport.
     
  8. Foreign applications are required to submit a copy of their State/Regional Board Certificate as part of registration requirements. Applicant must pass the relevant State/Regional Board licensing examination in the country which they attained their basic dental degree.

  6. Copy of Curriculum vitae (including postgraduate experience and testimonials on postgraduate experience or names and addresses of referees).
     
  7. Copy of two letters of character reference from two referees who should be members of the teaching staff of Faculty of Dentistry in the University, College or institution where the applicant has received his training in dentistry or any two references from medical / dental professionals.
     
  8. Copy of certificate or letter of fitness to practice dentistry from a local Medical Practitioner.
     
  9. Copy of certificate or letter to include information on current Hepatitis B* Immunisation status. (*not applicable for locally trained applicants)

For overseas qualification, SDC's secretariat will conduct source verification on qualification with awarding body before it is forwarded to Committee for its assessment.

Processing time for application is at least 2 weeks starting from date when:

- all necessary documents are received and duly verified with relevant authorities

- payment for above-mentioned fees are received

Please make an appointment via email ([email protected]) before you come over. You are required to bring along the originals for all copies of the documents which you have submitted online, for verification by SDC's secretariat.

 

Fees for the online application are as follow:

- $300 (non-refundable) for Full/Conditional Registration

- $100 (non-refundable) for Temporary Registration
 

The fee may be paid through online e-payment.

Conditional Registration

Dentist under conditional registration is required to adhere to conditions laid down by Council.

Council may specify :

(a)

that dentist registered under Conditional Registration to work for a specified period (equivalent to 2-year full-time* working hours) under the supervision of a fully registered dentist approved by the Council; and

(b)

the particular employment or the descriptions of employment for the purposes of which he is registered
under this section.

*Full-time working hours is defined as working not less than 30 hours a week

Dentists under Conditional Registration (including those who are in group practices) can only work in a maximum of two practice addresses.

Dental clinics employing dentists registered under Conditional Registration are required to nominate two supervisors (namely 1 principal and1 secondary) for each conditional registrant.

Each nominated supervisor is only allowed to supervise a maximum of two supervisees. For more information on the roles and responsibilities of supervisors, please click here.

The principal supervisor, in consultation with the secondary supervisor, will have to submit supervisory reports on the performance of the C-reg dentist(s)under their supervision during the same period.

 
The principal supervisor is required to submit a supervisory report to the Council once every 6 months.

Dentists under Conditional Registration, having met all requirements,may be eligible to apply for conversion to Full Registration after 2 years,subject to Council’s approval.

Criteria for Conditional Registration: Must satisfy either Category A or Category B

Category A:

(i)

holds a degree from a university specified in the Schedule [PDF, 196KB] or any other degree which is, in the opinion of
the Council, not lower in standing than a degree specified in the Schedule;

(ii)

graduates from recognised dental schools listed in the Schedule must pass the relevant State/Regional
Board licensing examination in the country which they attained their basic dental degree. For any country
that imposes such licensing conditions on its own dental graduates, the corresponding conditions will also
be required for registration to practise in Singapore;

(iii)

has been selected for employment in Singapore as a dentist in any hospital or other institution or dental practice approved by the Council; and

(iv)

satisfies the Council that he has the knowledge and skill and has acquired the experience which is necessary for practice as a dentist.

Category B:

(i) has sat and passed qualifying examination (please refer to eligibility for application to sit for qualifying examination)
 

Temporary Registration

Dentist under temporary registration is only allowed to practise for a short period of time.

Criteria for Temporary Registration:

(i)

who is in Singapore for the purpose of teaching, research or postgraduate study in dentistry under such training scheme as may be approved by the Council for that purpose;

(ii)

who possesses dental knowledge, experience and skill which the Council considers to be of international standing or are such as to have special value to the people of Singapore; or

(iii)

who is not otherwise entitled to be registered as a dentist under this Act but who, in the opinion of the Council, possesses other qualifications which are adequate for the purposes of registration under this Act.

 

Guidelines on work for dentists under Temporary Registration

Research work* 70% research and 30% others

Teaching work** 60% teaching and 40% others

*application must include summary of research projects proposed or currently undertaken which are approved by anInstitutional Review Board (IRB) or Ethics Review Board.

** refers to teaching of undergraduates or post-graduate dental students and must be registered as a full or part-time teaching faculty with the Faculty of Dentistry, NUS

Registration shall be for a period not exceeding 3 years which may be renewed, at the discretion of the Council, for such further period as the Council thinks fit.

Visiting Clinicians under Temporary Registration for the purposes below are only allowed to practise for a short period of time: 

Criteria for Temporary Registration

Continuing Professional Education

With vast increase in the knowledge base, it is essential that health professionals constantly update their skills. In an effort to ensure quality, the following groups of dental professionals are now required to pursue Continuing Professional Education (CPE) for renewal of Practising Certificate (PC):
 

Dental Professionals

i) Dentist

    a) Division I

    b) Division II

ii) Oral Health Therapists (OHTs)

 
Dental professionals have the personal responsibility to maintain his/her professional competence so as to offer the appropriate dental care to the public and maintain quality professional practice.
 
From 1 October 2007, all Dental Professionals in Singapore would be involved in the CPE Programme initiated by the Singapore Dental Council (SDC). Under this programme, all Dental Professionals are required to fulfil a certain number of CPE hours, in order to renew their PC. The qualifying period will be for 2 years.
